Spanning roughly 365 feet across the river with a drop of 11.5 feet, the dam was originally intended to be overhauled every 50 years—a milestone it never met. Structural issues became evident by the early 1970s. In August 1975, a partial failure near the eastern edge caused water levels to drop drastically, exposing large mudflats. It has remained in a state of slow decay ever since.
Why Remediation Has Been So Difficult
The Batavia dam presents a “wicked problem” for civil engineers and city planners, stalling progress for decades due to four major hurdles:
- Split Ownership: The City of Batavia owns the decaying dam (and its liability), while the Batavia Park District owns the adjacent 12-acre Riverwalk and Depot Pond. Any solution requires intense inter-agency coordination.
- Federal/State Mandates vs. Local Desires: State and federal agencies view low-head dams as ecological barriers and drowning hazards, and are willing to fund their complete removal. However, the local community views the dam-created Depot Pond as the city’s visual and recreational centerpiece.
- The Ghost of the 2003 Referendum: In the early 2000s, the Illinois Department of Natural Resources (IDNR) pushed to remove and replace the crumbling structure and offered funding to offset the costs. However, in a 2003 advisory referendum, Batavia residents voted to keep the dam. The City Council honored the non-binding vote, and IDNR subsequently shelved its plans, taking its funding elsewhere to modify the Glen Palmer Dam in Yorkville.
Because Batavia walked away from state funding two decades ago, the financial burden of any complex, pond-saving engineering solution today will likely fall almost entirely on local taxpayers.
- Real Estate and Property Values: A massive complicating factor is the residential development along the shoreline. Over the decades, several homes, townhomes, and condos have been built directly on Depot Pond and along the river’s edge. Residents and developers invested in these properties under the assumption that the river and pond would remain at their current, picturesque width and water level—conditions artificially maintained by the dam. The dam holds back dozens of acres of water; if it is completely removed without mitigation, the massive volume of water it restrains will drain. The river will inevitably drop and narrow into its natural, much slimmer channel. This threatens to turn Depot Pond into a mudflat, leaving current riverfront properties staring at a new shoreline of exposed riverbed and drastically altering community aesthetics and property values.
The 1998 University of Illinois Study
Long before the 2003 referendum, the city sought scientific guidance on how to fix the structure. In 1998, the University of Illinois’ Ven Te Chow Hydrosystems Lab built a 1:30 scale physical model of the Fox River to test three potential replacements:
- Alternative I (The “Bathtub” Spillway): A U-shaped spillway extending upstream. It dissipated energy well for 100-year floods but failed during extreme 500-year floods and posed a risk of scouring the riverbed.
- Alternative II (The Rock Dam): A boulder structure emulating natural rapids. Engineers ruled this out because it offered poor hydraulic improvements, actually raised flood stages, and severely risked dewatering Depot Pond during dry summer months.

Progress has stalled because federal agencies refuse to fund the construction of replacement rock weirs, insisting they will only pay for total removals. Consequently, Batavia has earmarked roughly $200,000 for a feasibility study to clarify engineering scopes and local economic impacts.
