Believe it or not, the heavily used Batavia library is twenty three years old and in need of an interior renovation. What’s unique about this project is that there’s no tax increase involved and will be a self supported project. It’s expected to start in the fall of 2026.

The project aims to create a more flexible, welcoming environment that supports tech-forward services and expanded programming. Specific planned updates include:
- New and Expanded Spaces: Creation of a new makerspace, a new craft area in the youth department, and an expanded teen area.
- Functional Improvements: Addition of more study rooms and collaborative areas to meet patron demand.
- General Updates: Improved accessibility and the creation of flexible multi-use programming areas.
Financial Planning and Funding
The financial model, emphasizing fiscal responsibility and long-term health.
- No Tax Increase: The board is committed to funding the project without increasing taxes.
- Funding Strategy: The renovation will be paid for using existing savings and newly issued bonds.
- Initial costs will be covered by savings, depleting a significant portion of the reserve fund.
- Once savings are utilized, the library will issue 20-year maturity bonds with semi-annual payments, paid off via operating revenue.
- Budget and Reserves: The maximum project size is capped at $14 million, though the team is optimistic costs will be lower. The financial plan requires maintaining a minimum 25% annual fund balance (equating to a three-month reserve).
Timeline and Logistics
- Current Status (Dec 2025/Jan 2026): The library is finalizing the overall budget this month and selecting project management services in early January. Design plans are currently being finalized with architects.
- Construction: Construction is anticipated to begin in the fall of 2026.
- Operations: The library plans to remain open throughout the duration of the construction project.
