The installation of additional surveillance cameras downtown and near key electrical and public works facilities has been completed. Currently it’s being “beta tested” by the city as they work out minor issues and it’s expected to be fully online and leveraged by the police by the end of the month.

I. Project Approval & Scope
- December 2024: Batavia City Council approved a contract with Scientel Solutions to significantly expand the city’s surveillance network.
- Project Goal: To enhance public safety, deter crime, and protect city assets and public works / electrical infrastructure.
- Total New Cameras: 55 cameras were approved for installation.
- Downtown Focus: 29 of the new cameras were specifically designated for locations in the downtown area.
- Other Locations: The remaining cameras were planned for key city facilities, including Public Works buildings, fire stations, and electrical substations.
- Total Network Size: This project nearly doubles the city’s existing camera network, bringing the total to over 100 cameras.
II. Key Agreements & Financials
- Contract Value: The initial contract for equipment and installation services totaled $342,173.
- Annual Service Agreement: An ongoing annual fee of $24,240 was established for management, 24/7 monitoring support, maintenance, and software services.
- Intergovernmental Agreement: The city also entered into an agreement with the Batavia Park District to allow for camera installation on park properties, including the Peg Bond Center and along the Riverwalk.
III. System Features & Management
- Video Management: The project includes a new video management system for retaining and accessing footage.
- Mobile Surveillance: A mobile camera trailer was included in the contract to provide temporary surveillance during large public events like the Fourth of July.
- Data & Access:
- Footage is retained for 30 days.
- Access to the system is logged and audited.
- Public signage is installed in areas under surveillance.
